Scouts and Merit Badge Counselors can see the Introduction to Merit Badges at the national Scouting web site (there are links to individual merit badge requirements from there, too). For Merit Badge Counselors, there is also an Essentials of Merit Badge Counseling (downloadable PowerPoint *.pptx) and the accompanying Presenter's Notes (PDF).
